Narrative:

Air carrier X on a 3 mi final to runway 14L at iah the tower cleared air carrier Y into position on same runway. We were asked to slow to minimum approach speed and air carrier Y was cleared for immediate takeoff. The tower then cleared us to land. We touched down in the T/D zone as air carrier Y was rotating at the other end of the runway. During the final few hundred ft I considered telling the first officer to go around (he was flying), but since there was other traffic landing on runways 26, 27, and 14R, I felt that landing would be the safest course of action since I didn't know the exact positions of the other aircraft landing on those other runways. I felt that I would overtake the departing air carrier Y if I went straight out.

DURING THE FINAL FEW HUNDRED FT I CONSIDERED TELLING THE F/O TO GO AROUND (HE WAS FLYING), BUT SINCE THERE WAS OTHER TFC LNDG ON RWYS 26, 27, AND 14R, I FELT THAT LNDG WOULD BE THE SAFEST COURSE OF ACTION SINCE I DIDN'T KNOW THE EXACT POSITIONS OF THE OTHER ACFT LNDG ON THOSE OTHER RWYS. I FELT THAT I WOULD OVERTAKE THE DEPARTING ACR Y IF I WENT STRAIGHT OUT.
