Narrative:
While approaching the durango VOR we were asked if we would like an approach to get below a cloud deck that was over top and to the north of the field. We were cleared for the ILS and were told to proceed to hindy (14 DME) before initiating the procedure turn. After passing the VOR we intercepting the appropriate course to hindy and started a slow descent to the appropriate MDA for the procedure turn. Passing 11000' we were told by the controller to maintain 11000'. We cancelled IFR a short time later and continued a visibility approach to the field. There appeared to be a problem with the intent of the controller and the perception of us as the flight crew that we were cleared for the ILS approach. We interpreted it as clearance for the entire approach and responded that way. The controller apparently meant for us to maintain 12000'.

Title: FLT CREW OF LTT UNDERSTOOD CLEARED FOR DESCENT AND FULL ILS APCH. CTLR HAD INTENDED FOR THE FLT TO MAINTAIN 12000' MSL.
Narrative: WHILE APCHING THE DURANGO VOR WE WERE ASKED IF WE WOULD LIKE AN APCH TO GET BELOW A CLOUD DECK THAT WAS OVER TOP AND TO THE N OF THE FIELD. WE WERE CLRED FOR THE ILS AND WERE TOLD TO PROCEED TO HINDY (14 DME) BEFORE INITIATING THE PROC TURN. AFTER PASSING THE VOR WE INTERCEPTING THE APPROPRIATE COURSE TO HINDY AND STARTED A SLOW DSNT TO THE APPROPRIATE MDA FOR THE PROC TURN. PASSING 11000' WE WERE TOLD BY THE CTLR TO MAINTAIN 11000'. WE CANCELLED IFR A SHORT TIME LATER AND CONTINUED A VIS APCH TO THE FIELD. THERE APPEARED TO BE A PROB WITH THE INTENT OF THE CTLR AND THE PERCEPTION OF US AS THE FLT CREW THAT WE WERE CLRED FOR THE ILS APCH. WE INTERPRETED IT AS CLRNC FOR THE ENTIRE APCH AND RESPONDED THAT WAY. THE CTLR APPARENTLY MEANT FOR US TO MAINTAIN 12000'.
