Narrative:

We received a resolution advisory at 30500' in climb. First officer at controls disconnected autoplt reduced power, and descended to approximately 29500'. I contacted jax center and advised them of a 'resolution advisory' on our TCAS system, and asked her if we had any conflicting traffic. She said nearest traffic was 12 mi away. I said we would reestablish climb and write up our onboard TCAS system. A few mins later she said we needed to advise center of deviations. I said we did. She did not understand that we deviate when we get an RA and I advised her as soon as possible.
