Narrative:
WX at ekm (original destination) lower than forecast. I as captain elected to go to sbn with all other airports within 100 NM radius calling same WX. I elected to follow an light transport jet on the ILS to runway 27 at sbn. The light transport made successful landing at minimums. When I reached minimums I had clear visibility with both runway lights and T/D zone. I landed safely west/O incident. The actual visibility was at least 50 percent better than reported RVR. Suspect RVR reporting/equipment, or equipment placement. Fuel not a factor.

Title: CAPT OF ATX SMT ELECTED TO MAKE APCH WHEN WX REPORTED BELOW PUBLISHED LNDG MINIMUMS.
Narrative: WX AT EKM (ORIGINAL DEST) LOWER THAN FORECAST. I AS CAPT ELECTED TO GO TO SBN WITH ALL OTHER ARPTS WITHIN 100 NM RADIUS CALLING SAME WX. I ELECTED TO FOLLOW AN LTT JET ON THE ILS TO RWY 27 AT SBN. THE LTT MADE SUCCESSFUL LNDG AT MINIMUMS. WHEN I REACHED MINIMUMS I HAD CLR VIS WITH BOTH RWY LIGHTS AND T/D ZONE. I LANDED SAFELY W/O INCIDENT. THE ACTUAL VIS WAS AT LEAST 50 PERCENT BETTER THAN RPTED RVR. SUSPECT RVR RPTING/EQUIP, OR EQUIP PLACEMENT. FUEL NOT A FACTOR.
