Narrative:

Flight yyz-cle 22000' 47 NM from cle. Captain PF. Zov cleared flight to cross noles intersection at 10000' 250 KTS, altimeter at cle 2994. Noles intersection is now only 13.5 NM from our position--we are flying an medium large transport, which has engine anti-ice on (high idle power). We had to lower the gear, apply full spoiler deflection and nose the aircraft over at a high rate of descent! We made the crossing restriction. During the descent we ran a descent (preliminary landing checklist) setting the altimeter at 2994 as given by ZOB 13.5 NM before. I switched to the passenger announcement intercom to reassure our passenger that everything was ok. When I returned, we were at 19 NM from cle at 10000' and had just been cleared for an ILS approach to runway 28, maintain 3000' until established on final, slow to 270 KTS for spacing. After established on final approach 7 NM form T/D, approach control asked us to check our altitude. We replied, 3000'. He then asked us to check our altimeter setting and gave us 2911. After resetting our altimeter, we were at 2300' and we should have been at 2700' until FAF. Due to the late descent given by cle, and the associated workload in icing conditions with low WX minimums, the captain and I both had our altimeter set at 2994, the setting given us by the center 47 NM from cle!

DURING THE DSNT WE RAN A DSNT (PRELIMINARY LNDG CHKLIST) SETTING THE ALTIMETER AT 2994 AS GIVEN BY ZOB 13.5 NM BEFORE. I SWITCHED TO THE PAX ANNOUNCEMENT INTERCOM TO REASSURE OUR PAX THAT EVERYTHING WAS OK. WHEN I RETURNED, WE WERE AT 19 NM FROM CLE AT 10000' AND HAD JUST BEEN CLRED FOR AN ILS APCH TO RWY 28, MAINTAIN 3000' UNTIL ESTABLISHED ON FINAL, SLOW TO 270 KTS FOR SPACING. AFTER ESTABLISHED ON FINAL APCH 7 NM FORM T/D, APCH CTL ASKED US TO CHK OUR ALT. WE REPLIED, 3000'. HE THEN ASKED US TO CHK OUR ALTIMETER SETTING AND GAVE US 2911.
