Narrative:

En route VFR from cno to tus altitude 7500' just east of psp VOR in level flight squawking discrete code in radar. Location contact confirmed by ATC on hearing of small transport Y departing bermuda dunes, I asked psp approach controller specifically to keep me advised, as conversation on frequency (126.7) implied small transport Y climbing toward me. Small transport Y pilot advised he had traffic 12 O'clock X mi at 7500', opp direction. I queried controller 'do I have traffic' 2 times. He replied 'traffic no factor'. The controller advised small transport Y pilot urgently 'turn right 20 degree, no 30 degrees traffic avoidance.' small transport Y appeared with lights on (daylight) approximately 3/4 mi approximately 150-200' higher (controller said 8000') approximately 50-75' to left of my course. Hen I told controller that sep was too close, he angrily retorted we don't have to provide VFR sep. Squawk 1200, frequency change approved. TRSA is for radar service. We almost lost two aircraft, how many lives? Due to an obviously immature and poorly trained and supervised controller that day. We don't spend billions for that either.

THE CTLR ADVISED SMT Y PLT URGENTLY 'TURN R 20 DEG, NO 30 DEGS TFC AVOIDANCE.'
