Narrative:

While working the local control position during an extremely busy hour (102 total operations which is abnormally high for our facility) I cleared cpr X into position to hold on runway 32L. Departure ahead of the cpr X on the same runway was an medium large transport. Another aircraft, small aircraft Y, landed on runway 35 from the west. Small aircraft Y was instructed to hold short of the intersection of runways 32L and 35 for departures off of runway 32L. At this point in time I was working 8 aircraft on my frequency. One of which would be small aircraft Y landing runway 35 to hold short of runway 32L. Also at this point in time, the controller that was going to relieve me was standing by for a position briefing. As small aircraft Y landed and taxied up to the intersection, I cleared cpr X for takeoff on runway 32L. As cpr X taxied onto the runway for departure I instructed small aircraft Y to cross runway 32L onto a taxiway. The 7110.65 handbook under paragraph 3-108; intersecting runway sep, states the departing aircraft must not begin takeoff toll until a preceeding arriving aircraft has xed over the departure runway. I did not have this sep. Cpr X wasn't rolling down the runway at the time small aircraft Y was taxiing through the intersection. Cpr X was still cleared for takeoff and technically still considered beginning takeoff roll. Contributing factors. Traffic density and complexity. Position relief briefing distraction, intersecting runways. Frequency congestion. Corrective actions: staff the cabin attendant coordinator position during periods of heavy traffic.

AT THIS POINT IN TIME I WAS WORKING 8 ACFT ON MY FREQ. ONE OF WHICH WOULD BE SMA Y LNDG RWY 35 TO HOLD SHORT OF RWY 32L. ALSO AT THIS POINT IN TIME, THE CTLR THAT WAS GOING TO RELIEVE ME WAS STANDING BY FOR A POS BRIEFING. AS SMA Y LANDED AND TAXIED UP TO THE INTXN, I CLRED CPR X FOR TKOF ON RWY 32L. AS CPR X TAXIED ONTO THE RWY FOR DEP I INSTRUCTED SMA Y TO CROSS RWY 32L ONTO A TXWY.
