Narrative:
Waiting short of hold line 05R for departure, 05L closed, tower is talking to numerous aircraft in spanish. In my limited spanish can tell tower is clearing numerous aircraft to land. Looking across cockpit talking to first officer when outside his window appears an early 1960's small aircraft Y, faded red in color with mexican registration, approximately 100' to the right of our airplane parallel to us less then one wing span (30') off the ground in a 30-40 degree bank heading around our nose for the runway (05R) to land. Aircraft passed between us and runway, approximately 60' off our nose! Shocked, we contacted the tower who said they had cleared the aircraft to land but would not answer any other attempts by us to acquire information by radio! Why can't they speak english like most of the worlds ATC system?

WHY CAN'T THEY SPEAK ENGLISH LIKE MOST OF THE WORLDS ATC SYS?
