Narrative:
Entered right traffic for runway 21 at smo at 1400' MSL (pattern altitude). Told by tower to follow small aircraft a traffic ahead and to extend downwind. Approximately 5 mi from airport was instructed to, 'turn base, #4, clear to land.' during this time, I overhead tower controller communicating with another small aircraft B with similar north#. The pilot had a distinct foreign accent. He was on the VOR-a approach. I turned final and proceeded inbound. Controller's dialogue with other small aircraft B included instructions to, 'circle south for landing.' as I approached century city, I observed a home-built above me dong s-turns (he was also ahead of me). I radioed tower for instructions. Controller was still busy with other small aircraft B. I continued descent inbound on VASI G/south and made several additional calls to tower about home-built, which was now directly above me. No reply. Pilot of home-built then radioed tower and complained of an small aircraft that had cut him off. There was no further communication between us and tower, but I did state that I had been final base and cleared to land behind small aircraft a traffic. I landed, was advised to expedite off runway for traffic in trail, and was told to switch to ground control, who then cleared me to parking. Due to similarity between 2 aircraft's call signs, and an ongoing dialogue with the small aircraft B, I believe controllers might have forgotten about me. I am certain that if she were not distracted, she would have responded to my inquiries and resolved the conflict. I have tremendous for the smo tower crew. Callback conversation with reporter revealed the following: reporter states he was behind the assigned aircraft when the home-built appeared above him. Has heard nothing further.

Title: SMA CLEARED TO LAND. HAS NMAC WITH HOME-BUILT ON FINAL.
Narrative: ENTERED RIGHT TFC FOR RWY 21 AT SMO AT 1400' MSL (PATTERN ALT). TOLD BY TWR TO FOLLOW SMA A TFC AHEAD AND TO EXTEND DOWNWIND. AS I APCHED CENTURY CITY, I OBSERVED A HOME-BUILT ABOVE ME DONG S-TURNS (HE WAS ALSO AHEAD OF ME). I RADIOED TWR FOR INSTRUCTIONS. CTLR WAS STILL BUSY WITH OTHER SMA B. I CONTINUED DSNT INBND ON VASI G/S AND MADE SEVERAL ADDITIONAL CALLS TO TWR ABOUT HOME-BUILT, WHICH WAS NOW DIRECTLY ABOVE ME. NO REPLY. PLT OF HOME-BUILT THEN RADIOED TWR AND COMPLAINED OF AN SMA THAT HAD CUT HIM OFF. THERE WAS NO FURTHER COM BTWN US AND TWR, BUT I DID STATE THAT I HAD BEEN FINAL BASE AND CLRED TO LAND BEHIND SMA A TFC. I LANDED, WAS ADVISED TO EXPEDITE OFF RWY FOR TFC IN TRAIL, AND WAS TOLD TO SWITCH TO GND CTL, WHO THEN CLRED ME TO PARKING. DUE TO SIMILARITY BTWN 2 ACFT'S CALL SIGNS, AND AN ONGOING DIALOGUE WITH THE SMA B, I BELIEVE CTLRS MIGHT HAVE FORGOTTEN ABOUT ME. I AM CERTAIN THAT IF SHE WERE NOT DISTRACTED, SHE WOULD HAVE RESPONDED TO MY INQUIRIES AND RESOLVED THE CONFLICT. I HAVE TREMENDOUS FOR THE SMO TWR CREW. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR STATES HE WAS BEHIND THE ASSIGNED ACFT WHEN THE HOME-BUILT APPEARED ABOVE HIM. HAS HEARD NOTHING FURTHER.
