Narrative:
On ILS approach to lgb, captain at controls, first officer reported light aircraft traffic about 11 O'clock. TCAS screen diamond with altitude readout plus 500'. He was under tower control to land runway 25. TCAS issued an RA, 'monitor vertical speed,' with red arc mandating restricting aircraft to approximately 700 FPM descent. At 4500' MSL TCAS announced traffic clear. Trying to listen to tower frequency on approach, alternating CAWS announcements for stabilizer trim plus TCAS sounded like a circus. At same time we were observing an air carrier medium large transport on takeoff roll to assure landing clearance. Too much noise at critical stage of flight.
Original NASA ASRS Text
Title: POTENTIAL CONFLICT WITH ARR TRAFFIC IS EXPERIENCED BY ACR MLG, THUS SETTING OFF HIS TCASII RA AND CREATING FLT CREW DISTR AUDIBLE INTERFERENCE.
Narrative: ON ILS APCH TO LGB, CAPT AT CTLS, F/O RPTED LIGHT ACFT TFC ABOUT 11 O'CLOCK. TCAS SCREEN DIAMOND WITH ALT READOUT PLUS 500'. HE WAS UNDER TWR CTL TO LAND RWY 25. TCAS ISSUED AN RA, 'MONITOR VERT SPD,' WITH RED ARC MANDATING RESTRICTING ACFT TO APPROX 700 FPM DSNT. AT 4500' MSL TCAS ANNOUNCED TFC CLR. TRYING TO LISTEN TO TWR FREQ ON APCH, ALTERNATING CAWS ANNOUNCEMENTS FOR STAB TRIM PLUS TCAS SOUNDED LIKE A CIRCUS. AT SAME TIME WE WERE OBSERVING AN ACR MLG ON TKOF ROLL TO ASSURE LNDG CLRNC. TOO MUCH NOISE AT CRITICAL STAGE OF FLT.
