Narrative:
On ILS approach to 8 with circle to 13. At or about MM I made and informed tower I was on right base for 13 to follow what I thought was my tower announced traffic over runway 13. I observed aircraft on final for 13, 200' higher and 1000' to my left. Tower instructed observed traffic to make right turn and requested me to turn from right base to final for 13. For safety reasons, I decided to proceed straight forward so I could make sure observed aircraft on final was not out of visibility sight until clear. I advised tower. I continued on base heading and was requested to make left downwind, which I did, and made landing on 13 west/O incident.
