Narrative:
A VFR flight plan was filed at cre to elm on 4/91. The only NOTAMS were a soon to expire MOA activity and gve VOR was inoperative. There was nothing regarding dulles area TCA expansion. Upon opening the plan with anderson radio flight following was requested through to elm. This request was made at each and every handoff. The system worked fine through the raleigh durham arsa but no handoff was made to washington center. After flight through the farmville MOA, on V39 several attempts were made to contact raleigh approach but by then we were apparently out of range at 7500' MSL. 3 attempts to contact washington center were made with no response. Continuing northbound on V453 3 attempts to contact leesburg radio through casanova were made with no response. We altered our flight path slightly to the west of a charted direct flight from csn to har in order to make absolutely certain no incursion into the washington dulles international arsa would occur. Radio contact was eventually made with washington approach who made it clear that an incursion into the TCA had already occurred. There was some short term confusion on my airport as to whether he had indented the correct target on his screen as our aircraft as we were well to the west of airlie airport hence clearly, according to the cg-21 WAC, west of the arsa. Corrective actions: apologies were made for any incursion and upon requesting flight following through to elm via har we were handed off to the next dulles approach controller who asked if I was aware of the recently expanded TCA (20 mi to 20000'). I told her, 'no, it's not on my WAC chart.' she then requested that I relay the TCA information back to by FBO, which I have done.

Title: PLT OF SMA ON VFR FLT INADVERTENTLY ENTERED NEW EXPANDED TCA FOR DCA PASSING WEST OF IAD AT 7500'.

CORRECTIVE ACTIONS: APOLOGIES WERE MADE FOR ANY INCURSION AND UPON REQUESTING FLT FOLLOWING THROUGH TO ELM VIA HAR WE WERE HANDED OFF TO THE NEXT DULLES APCH CTLR WHO ASKED IF I WAS AWARE OF THE RECENTLY EXPANDED TCA (20 MI TO 20000'). I TOLD HER, 'NO, IT'S NOT ON MY WAC CHART.' SHE THEN REQUESTED THAT I RELAY THE TCA INFO BACK TO BY FBO, WHICH I HAVE DONE.
