Narrative:
I was working FD and called ZMP for release of air carrier Y. Release was given released subject your discretion small aircraft X. All information written on flight strip. Local controller cleared air carrier Y for takeoff. I asked local where the small aircraft X was so I could report his down time if he was on the ground. Local told me that small aircraft X had not reported the resort (visibility reporting point 6 northeast of tvc). I pointed to the flight strip with the information. The local controller looked surprised and said he wasn't with it and had overlooked the information. No sep lost. No report made by local to management or contact.

Title: ATCT LCL CTLR CLEARED ACR FOR TKOF PRIOR TO SMA BEING IN SIGHT AND LNDG ASSURED, PER NON RADAR PROCS. POTENTIAL CONFLICT LESS THAN STANDARD SEPARATION.

I ASKED LCL WHERE THE SMA X WAS SO I COULD RPT HIS DOWN TIME IF HE WAS ON THE GND. LCL TOLD ME THAT SMA X HAD NOT RPTED THE RESORT (VIS RPTING POINT 6 NE OF TVC). I POINTED TO THE FLT STRIP WITH THE INFO. THE LCL CTLR LOOKED SURPRISED AND SAID HE WASN'T WITH IT AND HAD OVERLOOKED THE INFO. NO SEP LOST. NO RPT MADE BY LCL TO MGMNT OR CONTACT.
