Narrative:
I obtained a ferry permit at roc GADO to ferry an small aircraft to batavia (about 30 mi west) for an annual inspection. Mr. A and mr. B (FAA men) conversed with me. Since aircraft had no transponder and I was to depart roc in the arsa, I asked if I should first phone the tower. I was told to just call clearance delivery and report transponder, etc. On the day of the flight, I did just that and was asked who told me to proceed this way. I told clearance delivery of my talk with the 2 FAA inspectors 1 week earlier. I was told to contact ground, which I did, and then tower, which I did. I departed roc, and about 1500' MSL I was turned over to departure and the radio started to fail. I had requested 2500' MSL en route, but with radio becoming intermittent, I tried to advise departure control that I would remain at 1600/1700' MSL (below the arsa) and land at batavia, which I did. After landing, a man told me to call roc GADO, which I did. The man there told me to call the supervisor at the roc tower, which I did. He questioned me as to who told me to call clearance delivery west/O first phoning tower. I told him about my conversation with the FAA inspectors. He said they wanted to get the signals coordinated for the future, or something to that effect.

Title: PVT PLT ON FERRY TRIP HAS RADIO PROBLEMS.
Narrative: I OBTAINED A FERRY PERMIT AT ROC GADO TO FERRY AN SMA TO BATAVIA (ABOUT 30 MI W) FOR AN ANNUAL INSPECTION. MR. A AND MR. B (FAA MEN) CONVERSED WITH ME. SINCE ACFT HAD NO XPONDER AND I WAS TO DEPART ROC IN THE ARSA, I ASKED IF I SHOULD FIRST PHONE THE TWR. I WAS TOLD TO JUST CALL CLRNC DELIVERY AND RPT XPONDER, ETC. ON THE DAY OF THE FLT, I DID JUST THAT AND WAS ASKED WHO TOLD ME TO PROCEED THIS WAY. I TOLD CLRNC DELIVERY OF MY TALK WITH THE 2 FAA INSPECTORS 1 WK EARLIER. I WAS TOLD TO CONTACT GND, WHICH I DID, AND THEN TWR, WHICH I DID. I DEPARTED ROC, AND ABOUT 1500' MSL I WAS TURNED OVER TO DEP AND THE RADIO STARTED TO FAIL.
