Narrative:
TCAS RA occurred in cruise at FL310. We complied with the advisory, which called for a climb of 2000 FPM. Total deviation was 600'. We advised ATC as we were complying with the RA. The controller was upset (initially) and told us to return to FL310 as soon as possible. When we informed him of our obligation to follow TCAS RA, he stated he understood. He also stated that there had been a flight of fgt aircraft below us. I suspect that their flight vector must have been at least momentarily in conflict with ours. I believe this is a serious problem with the TCAS system and further investigation of events such as this as definitely necessary.

Title: TCASII RESOLUTION ADVISORY CAUSES ACR FLT CREW TO CREATE AN ALT DEVIATION ALT EXCURSION.
Narrative: TCAS RA OCCURRED IN CRUISE AT FL310. WE COMPLIED WITH THE ADVISORY, WHICH CALLED FOR A CLB OF 2000 FPM. TOTAL DEVIATION WAS 600'. WE ADVISED ATC AS WE WERE COMPLYING WITH THE RA. THE CTLR WAS UPSET (INITIALLY) AND TOLD US TO RETURN TO FL310 ASAP. WHEN WE INFORMED HIM OF OUR OBLIGATION TO FOLLOW TCAS RA, HE STATED HE UNDERSTOOD. HE ALSO STATED THAT THERE HAD BEEN A FLT OF FGT ACFT BELOW US. I SUSPECT THAT THEIR FLT VECTOR MUST HAVE BEEN AT LEAST MOMENTARILY IN CONFLICT WITH OURS. I BELIEVE THIS IS A SERIOUS PROB WITH THE TCAS SYS AND FURTHER INVESTIGATION OF EVENTS SUCH AS THIS AS DEFINITELY NECESSARY.
