Narrative: THIS IS ONE CASE WHERE TCAS COULD VERY WELL HAVE CAUSED A MID AIR COLLISION, AS IT GAVE ACR X INSTRUCTIONS TO DSND INTO THE FGT Y CLBING UNDER HIM.
