Narrative:
Atx X called to taxi and I issued instructions runway 4 hold short of runway 31 at taxiway C. During the readback I was attempting to coordinate the crossing of runway 31 and missed the fact that the crew did not read back the hold short. A second aircraft called for clearance and after issuing it I scanned outside and saw atx X crossing runway 31 with an small aircraft on takeoff roll. Doing too many things at once did not let me do everything to the finish. Supplemental information from acn 238656: I was working local control at capitol airport. An small aircraft called ready for takeoff on runway 13. Scanning the runway I cleared the small aircraft for takeoff. I looked down to write the heading and altitude issued and then placed the flight strip in the departure bay at the radar position. When I looked up I saw the small aircraft aborting his takeoff. Looking further down the runway I saw atx X exiting the runway on a taxiway. At that point the small aircraft throttled up and continued with his departure.

Title: ATX X NON ADHERENCE TO ATC CLRNC UNAUTH RWY ENTRY RWY INCURSION HAD LTSS FROM SMA TKOF. PLTDEV.
Narrative: ATX X CALLED TO TAXI AND I ISSUED INSTRUCTIONS RWY 4 HOLD SHORT OF RWY 31 AT TXWY C. DURING THE READBACK I WAS ATTEMPTING TO COORDINATE THE XING OF RWY 31 AND MISSED THE FACT THAT THE CREW DID NOT READ BACK THE HOLD SHORT. A SECOND ACFT CALLED FOR CLRNC AND AFTER ISSUING IT I SCANNED OUTSIDE AND SAW ATX X XING RWY 31 WITH AN SMA ON TKOF ROLL. DOING TOO MANY THINGS AT ONCE DID NOT LET ME DO EVERYTHING TO THE FINISH. SUPPLEMENTAL INFO FROM ACN 238656: I WAS WORKING LCL CTL AT CAPITOL ARPT. AN SMA CALLED READY FOR TKOF ON RWY 13. SCANNING THE RWY I CLRED THE SMA FOR TKOF. I LOOKED DOWN TO WRITE THE HDG AND ALT ISSUED AND THEN PLACED THE FLT STRIP IN THE DEP BAY AT THE RADAR POS. WHEN I LOOKED UP I SAW THE SMA ABORTING HIS TKOF. LOOKING FURTHER DOWN THE RWY I SAW ATX X EXITING THE RWY ON A TXWY. AT THAT POINT THE SMA THROTTLED UP AND CONTINUED WITH HIS DEP.
