Narrative:
After takeoff from decatur, il in our large transport freighter, I as PF called for flap retraction on schedule. When flaps were selected to the 2 degree position, the flap indicators agreed with flaps 2 degrees. However, the forward panel 'left. East. Flaps' amber indicating light remained illuminated. A check of the F/east panel leading edge devices light panel showed green for leading edge devices 2, 3, 6 and 7, as is normal. We leveled off at 8000' MSL and later climbed to FL190. All applicable checklists were consulted and complied with. Checklists did not allow us any further actions than to be/remain configured with trailing edge flaps at 2 degrees and leading edge devices 2, 3, 6 and 7 extended. Flight control in louisville, ky was contacted and advised of flight conditions. First officer made radio calls to flight control with captain monitoring conversations. First officer slowly and explicitly stated the aircraft position northwest of terre haute, in VFR and stated the specific flap and leading edge device confign and the associated warning light indications.

Title: AFTER TKOF IN LGT FREIGHTER, FLT CREW WAS UNABLE TOTALLY RETRACT FLAPS AND SLATS. PROCEEDED TO SDF FOR LNDG.
Narrative: AFTER TKOF FROM DECATUR, IL IN OUR LGT FREIGHTER, I AS PF CALLED FOR FLAP RETRACTION ON SCHEDULE. WHEN FLAPS WERE SELECTED TO THE 2 DEG POS, THE FLAP INDICATORS AGREED WITH FLAPS 2 DEGS. HOWEVER, THE FORWARD PANEL 'L. E. FLAPS' AMBER INDICATING LIGHT REMAINED ILLUMINATED. A CHK OF THE F/E PANEL LEADING EDGE DEVICES LIGHT PANEL SHOWED GREEN FOR LEADING EDGE DEVICES 2, 3, 6 AND 7, AS IS NORMAL. WE LEVELED OFF AT 8000' MSL AND LATER CLBED TO FL190. ALL APPLICABLE CHKLISTS WERE CONSULTED AND COMPLIED WITH. FLT CTL IN LOUISVILLE, KY WAS CONTACTED AND ADVISED OF FLT CONDITIONS. F/O MADE RADIO CALLS TO FLT CTL WITH CAPT MONITORING CONVERSATIONS.
