Narrative:
We were cleared to land dca runway 21 after making river visibility to airport. Everything was normal with the exception of setting up on wrong runway. Realized at T/D should have been more aware of position and airport environment. Just plain lined up on wrong runway. Should have used HSI to landing runway. Probably would have eliminated situation.
