Narrative:

Flight msp to phl. We ran up power for takeoff and got a warning horn, so we cleared the runway and asked ground to let us park by the post office to check out the aircraft. We cycled flaps, stabilizer trim and speed brakes, and then asked ground if we were clear to run up #3 to check. This was approved and we got no horn. We then got cleared to the runway and departed. On arrival in phl, company informed us we had blown over some carts by the post office. When I asked ground to clear us for a short runup, I assumed they could see us (we could see the tower). I believed approval provided this protection since, although the area appeared clear taxiing in, there's no absolute way to clear yourself short of a ground observer.

Title: ACR LGT TKOF ABORT WHEN WARNING HORN SOUNDED THEM BLEW OVER SOME MAIL CARTS AS ENGINE RUNUP WAS MADE TO CHECK THE WARNING HORN.

Narrative: FLT MSP TO PHL. WE RAN UP PWR FOR TKOF AND GOT A WARNING HORN, SO WE CLRED THE RWY AND ASKED GND TO LET US PARK BY THE POST OFFICE TO CHK OUT THE ACFT. WE CYCLED FLAPS, STABILIZER TRIM AND SPD BRAKES, AND THEN ASKED GND IF WE WERE CLR TO RUN UP #3 TO CHK. THIS WAS APPROVED AND WE GOT NO HORN. WE THEN GOT CLRED TO THE RWY AND DEPARTED. ON ARR IN PHL, COMPANY INFORMED US WE HAD BLOWN OVER SOME CARTS BY THE POST OFFICE. WHEN I ASKED GND TO CLR US FOR A SHORT RUNUP, I ASSUMED THEY COULD SEE US (WE COULD SEE THE TWR). I BELIEVED APPROVAL PROVIDED THIS PROTECTION SINCE, ALTHOUGH THE AREA APPEARED CLR TAXIING IN, THERE'S NO ABSOLUTE WAY TO CLR YOURSELF SHORT OF A GND OBSERVER.
