Narrative:
I am a controller at msn ATCT. I handed off an aircraft to mke approach at 7000'. Mke had another aircraft in their airspace at 7000'. They came within 1 1/2 mi of each other at 7000'. I believe that if mke approach would have descended the other aircraft or turned it, there would not have been an operational error.

Title: LESS THAN STANDARD SEPARATION OCCURRED BETWEEN 2 ACFT JUST AFTER HANDOFF TO ADJACENT FAC.
Narrative: I AM A CTLR AT MSN ATCT. I HANDED OFF AN ACFT TO MKE APCH AT 7000'. MKE HAD ANOTHER ACFT IN THEIR AIRSPACE AT 7000'. THEY CAME WITHIN 1 1/2 MI OF EACH OTHER AT 7000'. I BELIEVE THAT IF MKE APCH WOULD HAVE DSNDED THE OTHER ACFT OR TURNED IT, THERE WOULD NOT HAVE BEEN AN OPERROR.
