Narrative:
VFR takeoff, climbing 1400-2000'. CTAF 121.30 (monitoring). X:30 am, runway 14. After takeoff at mtn, CTAF cleared me for a right turn on course to bwi. My passenger (air carrier pilot )called out traffic approximately 300' below us on downwind for runway 14 at martin state. The course of that aircraft and ours were perpendicular (see exhibit below). No advisory. This happens because the restr areas R4001A & B restrict northeast arrs, and thus, as shown below, they have to cross the takeoff corridor during a south operation (runway 14). Then, when turning downwind, arrival aircraft conflict with southwest departures. Recommendations: establish FAA tower with separate sector for approach control, published arrival/departure rtes, clearance delivery, more pay for CTAF controllers to improve morale, and BRITE scope.
