Narrative:
Small aircraft X was authorized to circle a college campus 1 mi northwest of the departure end of runway 5 with the instructions to remain northwest of the runway 5 extended centerline at all times. The pilot acknowledged and said he would not need to proceed toward the centerline, he was over his intended area. At this time he was visually observed to be 1 mi northwest of the departure end of runway 5. 2 military fgts were cleared for takeoff. 1 min passed till the fgts were airborne crossing a point 1 mi northeast of the departure end of runway 5. It was at this point small aircraft Y was observed to be within close proximity of the 2 fgts. The fgts requested to file a near midair report. Callback conversation with reporter revealed the following information: reporter stated experience as 10 yrs radar and non radar. He stated the had issued the departing military fgts as traffic to small aircraft X. Small aircraft X had reported the fgts in sight. The small aircraft had not been issued as traffic to the fgts. Miss distance 0 vertical, 500 horizontal.

Title: SMA X NON ADHERENCE TO ATC INSTRUCTIONS HAD NMAC WITH MIL FGTS. PLTDEV.
Narrative: SMA X WAS AUTHORIZED TO CIRCLE A COLLEGE CAMPUS 1 MI NW OF THE DEP END OF RWY 5 WITH THE INSTRUCTIONS TO REMAIN NW OF THE RWY 5 EXTENDED CENTERLINE AT ALL TIMES. THE PLT ACKNOWLEDGED AND SAID HE WOULD NOT NEED TO PROCEED TOWARD THE CENTERLINE, HE WAS OVER HIS INTENDED AREA. AT THIS TIME HE WAS VISUALLY OBSERVED TO BE 1 MI NW OF THE DEP END OF RWY 5. 2 MIL FGTS WERE CLRED FOR TKOF. 1 MIN PASSED TILL THE FGTS WERE AIRBORNE XING A POINT 1 MI NE OF THE DEP END OF RWY 5. IT WAS AT THIS POINT SMA Y WAS OBSERVED TO BE WITHIN CLOSE PROX OF THE 2 FGTS. THE FGTS REQUESTED TO FILE A NEAR MIDAIR RPT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFORMATION: RPTR STATED EXPERIENCE AS 10 YRS RADAR AND NON RADAR. HE STATED THE HAD ISSUED THE DEPARTING MIL FGTS AS TFC TO SMA X.
