Narrative:
Small transport X was flying from olathe, ks (ojc) to hutchinson, ks (hut). The WX at hut was 700 ft, 7 mi making the airport IFR. I was vectored to an ILS runway 13 approach to circle to runway 17 for landing. After being cleared for an approach by ict approach, I was nearing the FAF at which time I asked to change to tower frequency. Approach told me to stay with him because he didn't have a down time on another aircraft. I asked if I should continue, and he said to continue but remain on approach frequency. Upon breaking out of the clouds and having a visual on the airport I tried to contact approach but was unable. I was approximately 2-3 mi from the runway 13. I immediately contacted tower and didn't get a response on the first try. The second time I made contact and was told to do something I really didn't understand, then make a go around. I told them 'you got to be kidding' as I was about 3/4 mi final to runway 13. Since I could not talk to anybody I did not circle to runway 17. I executed a go around to the west and crossed midfield for left downwind for runway 17. Just as I started the go around I saw traffic on final for runway 17 that was ahead of me on approach, for which I was given a speed restriction. During the go around I became mad and told the tower that 'they needed to get their crap together.' I entered downwind to runway 17 and landed without incident. I am not sure why 2 IFR aircraft were in the same airspace at the same time but a tragedy could have happened if I would have broken off on a circling approach to runway 17.

Title: SMA X NON ADHERENCE TO ATC INSTRUCTIONS.
Narrative: SMT X WAS FLYING FROM OLATHE, KS (OJC) TO HUTCHINSON, KS (HUT). THE WX AT HUT WAS 700 FT, 7 MI MAKING THE ARPT IFR. I WAS VECTORED TO AN ILS RWY 13 APCH TO CIRCLE TO RWY 17 FOR LNDG. AFTER BEING CLRED FOR AN APCH BY ICT APCH, I WAS NEARING THE FAF AT WHICH TIME I ASKED TO CHANGE TO TWR FREQ. APCH TOLD ME TO STAY WITH HIM BECAUSE HE DIDN'T HAVE A DOWN TIME ON ANOTHER ACFT. I ASKED IF I SHOULD CONTINUE, AND HE SAID TO CONTINUE BUT REMAIN ON APCH FREQ. UPON BREAKING OUT OF THE CLOUDS AND HAVING A VISUAL ON THE ARPT I TRIED TO CONTACT APCH BUT WAS UNABLE. I WAS APPROX 2-3 MI FROM THE RWY 13. I IMMEDIATELY CONTACTED TWR AND DIDN'T GET A RESPONSE ON THE FIRST TRY. SINCE I COULD NOT TALK TO ANYBODY I DID NOT CIRCLE TO RWY 17. I EXECUTED A GAR TO THE W AND CROSSED MIDFIELD FOR L DOWNWIND FOR RWY 17. JUST AS I STARTED THE GAR I SAW TFC ON FINAL FOR RWY 17 THAT WAS AHEAD OF ME ON APCH, FOR WHICH I WAS GIVEN A SPD RESTRICTION. DURING THE GAR I BECAME MAD AND TOLD THE TWR THAT 'THEY NEEDED TO GET THEIR CRAP TOGETHER.' I ENTERED DOWNWIND TO RWY 17 AND LANDED WITHOUT INCIDENT. I AM NOT SURE WHY 2 IFR ACFT WERE IN THE SAME AIRSPACE AT THE SAME TIME BUT A TRAGEDY COULD HAVE HAPPENED IF I WOULD HAVE BROKEN OFF ON A CIRCLING APCH TO RWY 17.
