Narrative:
I was working local/ground control combined. A beech sierra inbound for runway 26R. A cessna 172 on a downwind touch- and-go runway 26R. Runway 26L closed. A citation checks in right base runway 17. I cleared the citation to hand runway 17, hold short runway 8L. Wind 1407 runway change initiated. Beech sierra requests runway 17. The beech sierra is told to enter left downwind runway 17. I will call your base traffic you're following a citation on a 7 mi right base. Aircraft acknowledged. The touch and go cessna was told to reenter a downwind runway 8L, runway 8L cleared touch and go. Issued traffic to beech sierra. No response. Asked the beech sierra how do you hear. No reply. I canceled the citations hold short clearance and advised him that traffic ahead and to the left would follow him. Then told the citation to turn toward the airport. Told the beech sierra base leg his discretion, #2 follow the citation on a 1 1/2 right base. No reply, I then observed the beech sierra turn final toward the citation. I issued a traffic alert to the citation, told him to turn left or right. Traffic appears to be turning final. The beech sierra keys in faintly 'on final.' I tried to raise the beech sierra, no response. I had the citation maintain his present altitude and the traffic would pass below him. Subsequently I was able to raise the beech sierra. They said they were on a hand- held radio now and were having radio problems. I issued landing clearance to the beech sierra. It took 3 tries to get a response. I sequenced the citation #2.

SUBSEQUENTLY I WAS ABLE TO RAISE THE BEECH SIERRA. THEY SAID THEY WERE ON A HAND- HELD RADIO NOW AND WERE HAVING RADIO PROBS. I ISSUED LNDG CLRNC TO THE BEECH SIERRA. IT TOOK 3 TRIES TO GET A RESPONSE. I SEQUENCED THE CITATION #2.
