Narrative:

As we entered the traffic pattern at mason city, ia, we were cleared for the visibility to runway 30. Before turning final, I saw an small transport coming right at us at the same altitude. I turned to the right to avoid the small transport. He was giving air rides in the local area and was crossing the final approach for runway 30, not paying any attention to where he was, and also not listening to his radios. He continued on his flight path, not even noticing us. Went over the city of clear lake, ia.

Narrative: AS WE ENTERED THE TFC PATTERN AT MASON CITY, IA, WE WERE CLRED FOR THE VIS TO RWY 30. BEFORE TURNING FINAL, I SAW AN SMT COMING RIGHT AT US AT THE SAME ALT. I TURNED TO THE RIGHT TO AVOID THE SMT. HE WAS GIVING AIR RIDES IN THE LCL AREA AND WAS XING THE FINAL APCH FOR RWY 30, NOT PAYING ANY ATTN TO WHERE HE WAS, AND ALSO NOT LISTENING TO HIS RADIOS. HE CONTINUED ON HIS FLT PATH, NOT EVEN NOTICING US. WENT OVER THE CITY OF CLEAR LAKE, IA.
