Narrative:
We were cleared by the clt tower controller, into position and hold, on runway 18L. A short time later, 1 min, we were cleared for takeoff. I advanced the power and started rolling. Just after we started rolling with takeoff power set, I noticed an aircraft approaching the same runway that we were rolling on, at a right angle from the left. The aircraft was quite a ways down the runway but it looked like it was going to cross our runway. I could see at this time that the aircraft in question was cpr Y and that it was indeed going on to runway 18L from my left to right. Not knowing what this aircraft was going to do, and so as to prevent any further possible conflict at a high rate of speed, I aborted our takeoff. I instructed my first officer to notify the tower that we were aborting because of an aircraft crossing the runway. As we cleared the runway, I instructed our flight attendants and passenger to remain seated, and that everything was all right. After instructing us to turn right at alpha, and right at charlie, the tower controller asked us if 'we had a problem with that?' I responded that 'yes, I had a problem with an aircraft crossing the runway ahead of me without hearing anything about it'. Neither my first officer nor I had heard either the ground controller or the tower controller tell us that another aircraft would cross the runway ahead of us, or any conversation with this other aircraft, clearing him to cross the runway. The tower controller did not seem upset at cpr Y, or say anything that indicated that the aircraft might have crossed the runway without clearance, which leads me to believe that this aircraft was given clearance to cross the same runway on which we had just been given takeoff clearance.

Narrative: WE WERE CLRED BY THE CLT TWR CTLR, INTO POS AND HOLD, ON RWY 18L. A SHORT TIME LATER, 1 MIN, WE WERE CLRED FOR TKOF. I ADVANCED THE PWR AND STARTED ROLLING. JUST AFTER WE STARTED ROLLING WITH TKOF PWR SET, I NOTICED AN ACFT APCHING THE SAME RWY THAT WE WERE ROLLING ON, AT A R ANGLE FROM THE L. THE ACFT WAS QUITE A WAYS DOWN THE RWY BUT IT LOOKED LIKE IT WAS GOING TO CROSS OUR RWY. I COULD SEE AT THIS TIME THAT THE ACFT IN QUESTION WAS CPR Y AND THAT IT WAS INDEED GOING ON TO RWY 18L FROM MY L TO R. NOT KNOWING WHAT THIS ACFT WAS GOING TO DO, AND SO AS TO PREVENT ANY FURTHER POSSIBLE CONFLICT AT A HIGH RATE OF SPD, I ABORTED OUR TKOF. I INSTRUCTED MY FO TO NOTIFY THE TWR THAT WE WERE ABORTING BECAUSE OF AN ACFT XING THE RWY. AS WE CLRED THE RWY, I INSTRUCTED OUR FLT ATTENDANTS AND PAX TO REMAIN SEATED, AND THAT EVERYTHING WAS ALL RIGHT. AFTER INSTRUCTING US TO TURN R AT ALPHA, AND R AT CHARLIE, THE TWR CTLR ASKED US IF 'WE HAD A PROBLEM WITH THAT?' I RESPONDED THAT 'YES, I HAD A PROBLEM WITH AN ACFT XING THE RWY AHEAD OF ME WITHOUT HEARING ANYTHING ABOUT IT'. NEITHER MY FO NOR I HAD HEARD EITHER THE GND CTLR OR THE TWR CTLR TELL US THAT ANOTHER ACFT WOULD CROSS THE RWY AHEAD OF US, OR ANY CONVERSATION WITH THIS OTHER ACFT, CLRING HIM TO CROSS THE RWY. THE TWR CTLR DID NOT SEEM UPSET AT CPR Y, OR SAY ANYTHING THAT INDICATED THAT THE ACFT MIGHT HAVE CROSSED THE RWY WITHOUT CLRNC, WHICH LEADS ME TO BELIEVE THAT THIS ACFT WAS GIVEN CLRNC TO CROSS THE SAME RWY ON WHICH WE HAD JUST BEEN GIVEN TKOF CLRNC.
