Narrative:

At the time of the incident, a thunderstorm was approaching the airport from the east and visibility was rapidly decreasing. The final controller was very busy with numerous VFR aircraft attempting to beat the WX and return to the airport in VFR conditions. Needless to say, the local controller was very busy when during this time it came to pass that 2 smas ended up landing on one runway approximately 500-700 ft apart. It was felt by the supervisor based upon the severe WX approaching, it was safer to allow the second aircraft to land rather than send him around into a thunderstorm.
