Narrative:
Air carrier X landed on runway 19 and turned off to the left to enter our ramp/gate area. Leaving runway, we contacted ground and were cleared to taxi to our gate (concourse). Controller made no mention of any other ground traffic. First officer saw air carrier Y coming toward us very fast from our right as we crossed the taxiway that runs parallel to runway 19. We hurried across the parallel taxiway and entered our ramp area. Air carrier Y slowed to pass clear behind us. Air carrier Y crew asked ground if he (the controller) had told us to hold short of the parallel, and got no answer. We answered that the controller had not. Mci ground has seemed to take a 'laissez faire' attitude about ground traffic.

Title: GND CTLR NON ADHERENCE TO FAA HANDBOOK 7110 PT 65F. TAXI AND GND MOVEMENT OPS. (3-81) SYS ERROR.
Narrative: ACR X LANDED ON RWY 19 AND TURNED OFF TO THE L TO ENTER OUR RAMP/GATE AREA. LEAVING RWY, WE CONTACTED GND AND WERE CLRED TO TAXI TO OUR GATE (CONCOURSE). CTLR MADE NO MENTION OF ANY OTHER GND TFC. FO SAW ACR Y COMING TOWARD US VERY FAST FROM OUR R AS WE CROSSED THE TAXIWAY THAT RUNS PARALLEL TO RWY 19. WE HURRIED ACROSS THE PARALLEL TAXIWAY AND ENTERED OUR RAMP AREA. ACR Y SLOWED TO PASS CLR BEHIND US. ACR Y CREW ASKED GND IF HE (THE CTLR) HAD TOLD US TO HOLD SHORT OF THE PARALLEL, AND GOT NO ANSWER. WE ANSWERED THAT THE CTLR HAD NOT. MCI GND HAS SEEMED TO TAKE A 'LAISSEZ FAIRE' ATTITUDE ABOUT GND TFC.
