Narrative:

Last x-wind 90 degree to runway 23-05 (2000'). No x-wind with light gusts alternating up and down runway. Normal approach to landing on runway 05 over threshold at approximately 200' AGL. Gust down runway kept aircraft elevated and pushed down runway too far for safe landing. Pilot error in judgement in waiting too long to attempt go around. Overshot runway with main rotor striking mailbox post. Main rotor and propeller destroyed. With single seat aircraft geographically limited dual time available -- impossible to achieve pilot proficiency for solo flight. FAA classified occurrence as incident. Student pilot logbook endorsement was achieved, but pilot was never informed that this endorsement was required every 90 days. With very few CFI's spread over the entire USA, the incidence of flying illegally must be very high.

WITH VERY FEW CFI'S SPREAD OVER THE ENTIRE USA, THE INCIDENCE OF FLYING ILLEGALLY MUST BE VERY HIGH.
