Narrative:
We were flight cle/mdw at 500-300' AGL on short final. I, the captain, was the PNF, monitoring the PF's performance and landing noticed the small aircraft Y at our altitude and in our 10 O'clock position. He was intersecting our course to the runway we were cleared to land on. The small aircraft had been given instructions to fly overhead the airport from the south and make right hand traffic for runway 22R. He somehow found himself overhead the tower and to the northeast of the tower. This is where I found him and not having been given this traffic, I was very surprised to note the collision course. He did not seem to be maneuvering to avoid this course. He was headed wnw. The best course of action was to continue and land as we did. I made a subsequent visit to the tower and discussed this occurrence with the controller at the time a mr X. A similar report has been sent to my company and I believe this matter is under investigation by the FAA.

HE SOMEHOW FOUND HIMSELF OVERHEAD THE TWR AND TO THE NE OF THE TWR. THIS IS WHERE I FOUND HIM AND NOT HAVING BEEN GIVEN THIS TFC, I WAS VERY SURPRISED TO NOTE THE COLLISION COURSE. HE DID NOT SEEM TO BE MANEUVERING TO AVOID THIS COURSE. HE WAS HEADED WNW. THE BEST COURSE OF ACTION WAS TO CONTINUE AND LAND AS WE DID. I MADE A SUBSEQUENT VISIT TO THE TWR AND DISCUSSED THIS OCCURRENCE WITH THE CTLR AT THE TIME A MR X. A SIMILAR RPT HAS BEEN SENT TO MY COMPANY AND I BELIEVE THIS MATTER IS UNDER INVESTIGATION BY THE FAA.
