Narrative:
On a 10 NM east downwind 3000 ft for runway 1R at iad, controller issued 270 degree radial descend to 2000 ft. We advised unable due to low wing 4 seater GA aircraft at our 2 O'clock position less than 1 mi about 2500 ft. If we had complied we would have collided. The controller said he did not have this traffic. At 2500 ft and 10 NM from dulles, I find this hard to believe. The controller was rattling clrncs that were mumbled and very fast. This causing a lot of confusion and increasing his workload by many repeats. Also not allowing time to evaluate his traffic area. This facility has only 11 full controllers at a very busy hub. The workload really shows up, i.e., no changeover of radio frequency, altitudes, speeds. When traffic is light it runs smoothly. Not the case with the hub times.

Title: MLG FLC CLRED TO DSND FROM 3 TO 2000 SAW SMA TFC AT 2500, LEVELED AND AVOIDED SMA. SMA ALLEGEDLY NOT ON CTLR SCOPE.
Narrative: ON A 10 NM E DOWNWIND 3000 FT FOR RWY 1R AT IAD, CTLR ISSUED 270 DEG RADIAL DSND TO 2000 FT. WE ADVISED UNABLE DUE TO LOW WING 4 SEATER GA ACFT AT OUR 2 O'CLOCK POS LESS THAN 1 MI ABOUT 2500 FT. IF WE HAD COMPLIED WE WOULD HAVE COLLIDED. THE CTLR SAID HE DID NOT HAVE THIS TFC. AT 2500 FT AND 10 NM FROM DULLES, I FIND THIS HARD TO BELIEVE. THE CTLR WAS RATTLING CLRNCS THAT WERE MUMBLED AND VERY FAST. THIS CAUSING A LOT OF CONFUSION AND INCREASING HIS WORKLOAD BY MANY REPEATS. ALSO NOT ALLOWING TIME TO EVALUATE HIS TFC AREA. THIS FACILITY HAS ONLY 11 FULL CTLRS AT A VERY BUSY HUB.
