Small aircraft Y passed directly beneath small aircraft X. Approach said they didn't see it, then saw it, with no altitude reporting. Headings given to and from airport without wind correction. Confusion on part of ground control at airport. Poor instructions. Slow to respond to pilots. North #south confused by controller. Taxi directions not adequate, poor markings.
