Narrative:
Approaching inl, mn on a clear VFR afternoon we were told that we would have to hold because ATC had lost communications with an small aircraft doing practice instrument approachs there. We elected to cancel IFR and proceed in. ATC said, 'ok, IFR cancellation received but if you like you can listen on this frequency for advisories.' I don't recall him saying frequency change approved, but we were within 5 mi of the field and I had to talk on the CTAF frequency to advise our intentions which is what I did. Just then the small aircraft called us on approach frequency and started asking us to relay all his information to approach. I talked to him on approach frequency but told him we were too busy and that we were changing frequencys. We were broadcasting on CTAF turning bse to final when there was the small aircraft on a long final. He was not broadcasting on CTAF. I had asked him twice on the other frequency to say his position, but he could not. We called approach on the ground and told them that he was in the pattern at inl.

Title: COMMUTER LTT CHANGED FREQ TO CTAF LOSING RADIO CONTACT WITH SMA TFC THAT WAS HAVING RADIO PROBLEMS.
Narrative: APCHING INL, MN ON A CLR VFR AFTERNOON WE WERE TOLD THAT WE WOULD HAVE TO HOLD BECAUSE ATC HAD LOST COMS WITH AN SMA DOING PRACTICE INST APCHS THERE. WE ELECTED TO CANCEL IFR AND PROCEED IN. ATC SAID, 'OK, IFR CANCELLATION RECEIVED BUT IF YOU LIKE YOU CAN LISTEN ON THIS FREQ FOR ADVISORIES.' I DON'T RECALL HIM SAYING FREQ CHANGE APPROVED, BUT WE WERE WITHIN 5 MI OF THE FIELD AND I HAD TO TALK ON THE CTAF FREQ TO ADVISE OUR INTENTIONS WHICH IS WHAT I DID. JUST THEN THE SMA CALLED US ON APCH FREQ AND STARTED ASKING US TO RELAY ALL HIS INFO TO APCH. I TALKED TO HIM ON APCH FREQ BUT TOLD HIM WE WERE TOO BUSY AND THAT WE WERE CHANGING FREQS. WE WERE BROADCASTING ON CTAF TURNING BSE TO FINAL WHEN THERE WAS THE SMA ON A LONG FINAL. HE WAS NOT BROADCASTING ON CTAF. I HAD ASKED HIM TWICE ON THE OTHER FREQ TO SAY HIS POS, BUT HE COULD NOT. WE CALLED APCH ON THE GND AND TOLD THEM THAT HE WAS IN THE PATTERN AT INL.
