Narrative:
Small aircraft on VFR stockton to chico. I cancelled VFR flight following 30 mi south of chico. I tried to get ATIS but chico doesn't have ATIS. Next I tried to contact chico tower on 121.0 no reply. After trying tower a few more times, I decided to use the CTAF. Knowing that chico tower is only part time operation. I did not know the exact time of operation. The CTAF frequency is 121.0 the same as tower. Again no reply. I announced my intentions to overfly the field at 1500 ft AGL to determine runway in use. 3 mi south I did not see any traffic and announced that I would make a straight-in final for runway 31R. During the after landing roll I noticed a plane turning final for 13L. I did some south turns so he could see me and hurried off the runway. The aircraft went around at about 500 ft AGL. Once off the runway I again tried to contact tower. This time they came back with please come see us in the tower. I did and we discussed what happened. I gave them my name and certificate number. Possible corrective action. I have done most of my flying in colorado. Chico procedures were unfamiliar. I should not have cancelled VFR flight following until handed off to chico tower. I should have continued my original plan to overfly the field at 1500 ft AGL. Install ATIS at chico to tell whether the tower is in operation and the runway in use. Callback conversation with reporter revealed the following information. Analyst call to counsel reference better preflight planning revealed reporter had flown with instrument student from colorado to sck. Rptrs parents live in chico so he planned to visit. Not used to 102 degree temperature that he had in sck so he rushed departure. Not unusual to receive no response in colorado so when unable to make contact he just proceeded. Knows he goofed. Not likely to happen again.

POSSIBLE CORRECTIVE ACTION. I HAVE DONE MOST OF MY FLYING IN COLORADO. CHICO PROCS WERE UNFAMILIAR. I SHOULD NOT HAVE CANCELLED VFR FLT FOLLOWING UNTIL HANDED OFF TO CHICO TWR. I SHOULD HAVE CONTINUED MY ORIGINAL PLAN TO OVERFLY THE FIELD AT 1500 FT AGL. INSTALL ATIS AT CHICO TO TELL WHETHER THE TWR IS IN OP AND THE RWY IN USE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. ANALYST CALL TO COUNSEL REF BETTER PREFLT PLANNING REVEALED RPTR HAD FLOWN WITH INST STUDENT FROM COLORADO TO SCK. RPTRS PARENTS LIVE IN CHICO SO HE PLANNED TO VISIT. NOT USED TO 102 DEG TEMP THAT HE HAD IN SCK SO HE RUSHED DEP. NOT UNUSUAL TO RECEIVE NO RESPONSE IN COLORADO SO WHEN UNABLE TO MAKE CONTACT HE JUST PROCEEDED. KNOWS HE GOOFED. NOT LIKELY TO HAPPEN AGAIN.
