Narrative:

I took off from a grass strip in northern mn, VFR with the intention of flying the small aircraft toward atlanta, GA. My exact destination was not determined as I wanted to proceed as far as WX and time would permit. As I flew south the WX started to deteriorate and as I approached duluth, mn, I felt the WX accompanied by very strong winds out of the east were such that maintaining visual conditions was becoming difficult. I tried to raise duluth airport but my radio was not working when I attempted to use it. I landed without radio contact on their east runway and taxied clear as soon as possible. The ceiling and visibility were approximately 600/3 at this time with 25 KTS of wind. I remained visually reference with the ground at all times.
