Narrative:
Upon flap retraction following takeoff from gla, outboard flaps jammed at the 5 degree position. ATC ny departure was notified of our 'flight control' problem and told them we would be speed restr to 200 KTS. We also asked for vectors to stay in the area so we could work on our problem. I did not declare an emergency at any time throughout this entire incident. With the first officer now flying the aircraft and myself talking with our large transport technical people on communication #2, I noticed ATC descending us from 8000 to 4000 ft. I then asked ATC what they were planning with us and was told that it was his understanding that we needed to return to lga as soon as possible and to have the emergency equipment standing by. Lga at the time had wet runways and xwinds up to 15 KTS, I told them that this was not out intention and needed to stay in the holding area at our present altitude for a bit longer. I then finished the conversation with our technical personnel, we were able to raise the flaps, notified ATC and proceeded on to destination. Elapsed time 17 mins. No emergency was ever declared.

Title: LGT ACFT EQUIP PROBLEM WHICH WAS RPTED TO TRACON DEP CTLR. CTLR COORD DSCNT AND INITIAL APCH PROC FOR RETURN LAND.
Narrative: UPON FLAP RETRACTION FOLLOWING TKOF FROM GLA, OUTBOARD FLAPS JAMMED AT THE 5 DEG POS. ATC NY DEP WAS NOTIFIED OF OUR 'FLT CTL' PROBLEM AND TOLD THEM WE WOULD BE SPD RESTR TO 200 KTS. WE ALSO ASKED FOR VECTORS TO STAY IN THE AREA SO WE COULD WORK ON OUR PROBLEM. I DID NOT DECLARE AN EMER AT ANY TIME THROUGHOUT THIS ENTIRE INCIDENT. WITH THE FO NOW FLYING THE ACFT AND MYSELF TALKING WITH OUR LGT TECHNICAL PEOPLE ON COM #2, I NOTICED ATC DSNDING US FROM 8000 TO 4000 FT. I THEN ASKED ATC WHAT THEY WERE PLANNING WITH US AND WAS TOLD THAT IT WAS HIS UNDERSTANDING THAT WE NEEDED TO RETURN TO LGA ASAP AND TO HAVE THE EMER EQUIP STANDING BY.
