Narrative:
For the past 3 weeks we have flown into mdw from stl in the morning and landed on runway 31C. While shooting the approach we monitored the morse code identifier for ILS 31C and the code responded for ILS 13C. I mentioned it to both approach, tower and ground and the situation was never rectified. I always understood the correct identifier should be on for the appropriate approach being flown. Callback conversation with reporter revealed the following information. Reporter claims that this was the third time that they have been cleared for an ILS runway 31C approach while the localizer was still on for runway 13C. Each time the tower was advised of the problem. WX was good in all cases, so there was no adverse impact. In the last incident, the pilot of the aircraft in front of the reporter also commented to the tower about the wrong localizer.

Title: ACR MLG CAPT SAYS WHILE FLYING THE IAP ILS APCH TO RWY 31C HE WAS READING THE ILS IDENT FOR RWY 13C.
Narrative: FOR THE PAST 3 WKS WE HAVE FLOWN INTO MDW FROM STL IN THE MORNING AND LANDED ON RWY 31C. WHILE SHOOTING THE APCH WE MONITORED THE MORSE CODE IDENTIFIER FOR ILS 31C AND THE CODE RESPONDED FOR ILS 13C. I MENTIONED IT TO BOTH APCH, TWR AND GND AND THE SITUATION WAS NEVER RECTIFIED. I ALWAYS UNDERSTOOD THE CORRECT IDENTIFIER SHOULD BE ON FOR THE APPROPRIATE APCH BEING FLOWN. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. RPTR CLAIMS THAT THIS WAS THE THIRD TIME THAT THEY HAVE BEEN CLRED FOR AN ILS RWY 31C APCH WHILE THE LOC WAS STILL ON FOR RWY 13C. EACH TIME THE TWR WAS ADVISED OF THE PROBLEM. WX WAS GOOD IN ALL CASES, SO THERE WAS NO ADVERSE IMPACT. IN THE LAST INCIDENT, THE PLT OF THE ACFT IN FRONT OF THE RPTR ALSO COMMENTED TO THE TWR ABOUT THE WRONG LOC.
