Narrative:
Short final into santa rosa on runway 32 had a near miss with an airplane doing touch and goes to runway 14, after talking with instructor who was flying the small aircraft. He said he was having radio problems and was unable to communication. We were advised by ATC that we had no targets within our vicinity and the airport. So we flew into runway 32. I feel the problem that contributed to this event was a pilot that did not do the proper preflight to make sure his radios were working. When I talked to him he said that they plugged their headsets in wrong and were unable to communication. We had made our position reports all the way in and he said that he heard them. But I feel we had a problem due to the lack of communication.

Title: NMAC.
Narrative: SHORT FINAL INTO SANTA ROSA ON RWY 32 HAD A NEAR MISS WITH AN AIRPLANE DOING TOUCH AND GOES TO RWY 14, AFTER TALKING WITH INSTRUCTOR WHO WAS FLYING THE SMA. HE SAID HE WAS HAVING RADIO PROBLEMS AND WAS UNABLE TO COM. WE WERE ADVISED BY ATC THAT WE HAD NO TARGETS WITHIN OUR VICINITY AND THE ARPT. SO WE FLEW INTO RWY 32. I FEEL THE PROBLEM THAT CONTRIBUTED TO THIS EVENT WAS A PLT THAT DID NOT DO THE PROPER PREFLT TO MAKE SURE HIS RADIOS WERE WORKING. WHEN I TALKED TO HIM HE SAID THAT THEY PLUGGED THEIR HEADSETS IN WRONG AND WERE UNABLE TO COM. WE HAD MADE OUR POS RPTS ALL THE WAY IN AND HE SAID THAT HE HEARD THEM. BUT I FEEL WE HAD A PROBLEM DUE TO THE LACK OF COM.
