Narrative:
On descent to hayward airport encountered a near miss. I had contacted the tower at san ramon for landing clearance and entered the veil area that circles the east bay area on a heading of about 210. Another small aircraft passing from my right to left and slightly above came within 25-50 of collision. I made evasive action down. I do not believe other blue/white small aircraft saw me as he took no action. We were beyond the hayward air traffic area, but they have no radar capabilities from oakland/bay approach. I believe there is too much congestion at this point because it is a low spot in the hills, and it is necessary to descend quickly to get below the oakland arsa. The oakland arsa is causing congestion at low altitude and at limited initial approach fixes, i.e., san ramon and sunol.

Title: NMAC ON DSCNT TO DEST ARPT. REMAINING BELOW TCA AND ARSA.
Narrative: ON DSCNT TO HAYWARD ARPT ENCOUNTERED A NEAR MISS. I HAD CONTACTED THE TWR AT SAN RAMON FOR LNDG CLRNC AND ENTERED THE VEIL AREA THAT CIRCLES THE E BAY AREA ON A HDG OF ABOUT 210. ANOTHER SMA PASSING FROM MY R TO L AND SLIGHTLY ABOVE CAME WITHIN 25-50 OF COLLISION. I MADE EVASIVE ACTION DOWN. I DO NOT BELIEVE OTHER BLUE/WHITE SMA SAW ME AS HE TOOK NO ACTION. WE WERE BEYOND THE HAYWARD ATA, BUT THEY HAVE NO RADAR CAPABILITIES FROM OAKLAND/BAY APCH. I BELIEVE THERE IS TOO MUCH CONGESTION AT THIS POINT BECAUSE IT IS A LOW SPOT IN THE HILLS, AND IT IS NECESSARY TO DSND QUICKLY TO GET BELOW THE OAKLAND ARSA.
