Narrative:
While being vectored by approach to a modified right downwind/base leg, east of tpa international airport, runway 36L, we received a TCASII TA followed by a TCASII RA, which required a climb. TA followed immediately by an RA occurred at approximately 4000 ft MSL while descending to 3600 ft altitude assigned by approach. After climb accomplished as result of RA, 2 fgts observed at approximately 12-11 O'clock moving right to left, approximately 1000 ft below and 1-2 NM range. Fighters had probably just departed macdill AFB, fl, with a right turnout, heading east. TCASII most likely predicted conflict based on our descent and their climb. However, since I did not have a visual on traffic at time of RA, I climbed several hundred ft per RA until a monitor vertical speed indication received. At that time, I visually acquired target and continued descent. ATC was advised of RA.
Original NASA ASRS Text
Title: ACR DSNDING FOR APCH HAS TCASII RA. CLBS.
Narrative: WHILE BEING VECTORED BY APCH TO A MODIFIED R DOWNWIND/BASE LEG, E OF TPA INTL ARPT, RWY 36L, WE RECEIVED A TCASII TA FOLLOWED BY A TCASII RA, WHICH REQUIRED A CLB. TA FOLLOWED IMMEDIATELY BY AN RA OCCURRED AT APPROX 4000 FT MSL WHILE DSNDING TO 3600 FT ALT ASSIGNED BY APCH. AFTER CLB ACCOMPLISHED AS RESULT OF RA, 2 FGTS OBSERVED AT APPROX 12-11 O'CLOCK MOVING R TO L, APPROX 1000 FT BELOW AND 1-2 NM RANGE. FIGHTERS HAD PROBABLY JUST DEPARTED MACDILL AFB, FL, WITH A R TURNOUT, HDG E. TCASII MOST LIKELY PREDICTED CONFLICT BASED ON OUR DSCNT AND THEIR CLB. HOWEVER, SINCE I DID NOT HAVE A VISUAL ON TFC AT TIME OF RA, I CLBED SEVERAL HUNDRED FT PER RA UNTIL A MONITOR VERT SPD INDICATION RECEIVED. AT THAT TIME, I VISUALLY ACQUIRED TARGET AND CONTINUED DSCNT. ATC WAS ADVISED OF RA.
