Narrative:
TCASII gave a RA (resolution advisory) which required a climb. I disengaged the autoplt and manually climbed. The green lights indicating how much climb is required were not even visible to me or the first officer. My aircraft was descending from 12000 to 8000 at about 1500 FPM. The traffic to be avoided was 3700 ft below my altitude, and was climbing. The conflicting traffic never showed up as a conflict. It went right to a resolution. The TCASII demands the atn of the pilot when he should be looking out the window for the traffic. This TCASII is dangerous. It is distracting. It is entirely too loud to the point of disrupting cockpit communication, radio xmissions, and frightening flight attendants and passengers. It is unnecessary, and it is only in place to satisfy politicians. If the sky is too crowded, traffic should be restr. This TCASII is going to get someone killed.

Title: TCASII RA CREATES AN ALT DEV ALT EXCURSION BY PIC OF MLG.
Narrative: TCASII GAVE A RA (RESOLUTION ADVISORY) WHICH REQUIRED A CLB. I DISENGAGED THE AUTOPLT AND MANUALLY CLBED. THE GREEN LIGHTS INDICATING HOW MUCH CLB IS REQUIRED WERE NOT EVEN VISIBLE TO ME OR THE FO. MY ACFT WAS DSNDING FROM 12000 TO 8000 AT ABOUT 1500 FPM. THE TFC TO BE AVOIDED WAS 3700 FT BELOW MY ALT, AND WAS CLBING. THE CONFLICTING TFC NEVER SHOWED UP AS A CONFLICT. IT WENT RIGHT TO A RESOLUTION. THE TCASII DEMANDS THE ATN OF THE PLT WHEN HE SHOULD BE LOOKING OUT THE WINDOW FOR THE TFC. THIS TCASII IS DANGEROUS. IT IS DISTRACTING. IT IS ENTIRELY TOO LOUD TO THE POINT OF DISRUPTING COCKPIT COM, RADIO XMISSIONS, AND FRIGHTENING FLT ATTENDANTS AND PAXS. IT IS UNNECESSARY, AND IT IS ONLY IN PLACE TO SATISFY POLITICIANS. IF THE SKY IS TOO CROWDED, TFC SHOULD BE RESTR. THIS TCASII IS GOING TO GET SOMEONE KILLED.
