Narrative:
Inbound to pit on mmj (montour) 055 degree radial/30 DME at 12000 ft MSL (level), TCASII announced 'climb, climb, climb' and displayed green lights on vsi at approximately +1500 FPM (red lights displayed from +1500 FPM index down to -6000 FPM index). TCASII display showed an RA aircraft symbol (red square) with -04 altitude reference 12 O'clock position and 1-2 mi [captain noted the RA aircraft 'popped up' and was not previously shown on display as a proximity or non-threat aircraft symbol]. Captain executed a climb toward green lights on vsi first officer notified ATC of 'TCASII alert' and execution on progress. At 12300 MSL TCASII announced 'clear of conflict.' first officer notified at we were returning to 12000. ATC (either cleveland center or pit approach, did not note frequency) notified us that traffic was a parachute jump plane VFR at 11600 MSL. Neither the captain nor myself (first officer) visually saw the traffic. Not a good place to drop parachutists.
Original NASA ASRS Text
Title: TCASII RA CAUSED FLC OF MLG TO CLB. RA WAS CLRED AT 12300. CTLR ADVISED INTRUDER WAS A PARACHUTE DROP AT 11600.
Narrative: INBOUND TO PIT ON MMJ (MONTOUR) 055 DEG RADIAL/30 DME AT 12000 FT MSL (LEVEL), TCASII ANNOUNCED 'CLB, CLB, CLB' AND DISPLAYED GREEN LIGHTS ON VSI AT APPROX +1500 FPM (RED LIGHTS DISPLAYED FROM +1500 FPM INDEX DOWN TO -6000 FPM INDEX). TCASII DISPLAY SHOWED AN RA ACFT SYMBOL (RED SQUARE) WITH -04 ALT REF 12 O'CLOCK POS AND 1-2 MI [CAPT NOTED THE RA ACFT 'POPPED UP' AND WAS NOT PREVIOUSLY SHOWN ON DISPLAY AS A PROX OR NON-THREAT ACFT SYMBOL]. CAPT EXECUTED A CLB TOWARD GREEN LIGHTS ON VSI FO NOTIFIED ATC OF 'TCASII ALERT' AND EXECUTION ON PROGRESS. AT 12300 MSL TCASII ANNOUNCED 'CLR OF CONFLICT.' FO NOTIFIED AT WE WERE RETURNING TO 12000. ATC (EITHER CLEVELAND CENTER OR PIT APCH, DID NOT NOTE FREQ) NOTIFIED US THAT TFC WAS A PARACHUTE JUMP PLANE VFR AT 11600 MSL. NEITHER THE CAPT NOR MYSELF (FO) VISUALLY SAW THE TFC. NOT A GOOD PLACE TO DROP PARACHUTISTS.
