Radar trainee cleared air carrier X to 130. Air carrier Y was traffic at 120. Several other potential traffic situations existed and instructor did not recognize the situation quickly enough to take effective corrective action. Sector complexity was extremely difficult and volume was moderate. Error occurred when air carrier X mode C reached 11400. Closest lateral was 3-4 mi.

Title: ACR X CLB THROUGH OCCUPIED ALT HAD LTSS WITH ACR Y. SYS ERROR.
Narrative: RADAR TRAINEE CLRED ACR X TO 130. ACR Y WAS TFC AT 120. SEVERAL OTHER POTENTIAL TFC SITUATIONS EXISTED AND INSTRUCTOR DID NOT RECOGNIZE THE SITUATION QUICKLY ENOUGH TO TAKE EFFECTIVE CORRECTIVE ACTION. SECTOR COMPLEXITY WAS EXTREMELY DIFFICULT AND VOLUME WAS MODERATE. ERROR OCCURRED WHEN ACR X MODE C REACHED 11400. CLOSEST LATERAL WAS 3-4 MI.
