Narrative:
During ILS approach at night in rain, captain flying aircraft stopped descent at approximately 30 ft AGL. First officer and so had made all standard calls plus more about high on GS airspeed and altitude. Crew actions prevented hard landing, but aircraft landed outside landing zone (approximately 1/2 way down runway 26).
