Narrative:
Approaching the ira NDB (initial approach fix, lda rutland, vt) at 7000 ft MSL with an outside air temperature of 10 degrees C, the controller cleared the aircraft to 6000 ft MSL. Upon entering the clouds (approximately 6500 ft MSL) we encountered a sudden drop in the outside air temperature (OAT) to approximately 1-2 degrees C above freezing. Rime ice accumulated rapidly. We immediately advised ATC we were terminating the approach, requested a climb and discussed alternate airports. Since conditions were not changing on the air frame and our inability to maintain altitude or climb, an emergency was declared. Through excellent cooperation of the boston center, albany approach and albany tower, a successful landing was made at albany, ny.

Title: PLT OF SMA ON APCH TO RUT ENCOUNTERED RIME ICING RAPID BUILD UP, ABANDONED APCH, CLBED TO ON TOP AND DIVERTED TO ALTERNATE.
Narrative: APCHING THE IRA NDB (INITIAL APCH FIX, LDA RUTLAND, VT) AT 7000 FT MSL WITH AN OUTSIDE AIR TEMP OF 10 DEGS C, THE CTLR CLRED THE ACFT TO 6000 FT MSL. UPON ENTERING THE CLOUDS (APPROX 6500 FT MSL) WE ENCOUNTERED A SUDDEN DROP IN THE OUTSIDE AIR TEMP (OAT) TO APPROX 1-2 DEGS C ABOVE FREEZING. RIME ICE ACCUMULATED RAPIDLY. WE IMMEDIATELY ADVISED ATC WE WERE TERMINATING THE APCH, REQUESTED A CLB AND DISCUSSED ALTERNATE ARPTS. SINCE CONDITIONS WERE NOT CHANGING ON THE AIR FRAME AND OUR INABILITY TO MAINTAIN ALT OR CLB, AN EMER WAS DECLARED. THROUGH EXCELLENT COOPERATION OF THE BOSTON CENTER, ALBANY APCH AND ALBANY TWR, A SUCCESSFUL LNDG WAS MADE AT ALBANY, NY.
