Narrative:
When selecting flaps 2 on the visual the slats extended but the trailing edge flaps locked at 1 or less. We abandoned the approach; ran the ECAM and QRH; and elected to divert after conferring with dispatch. Declared an emergency and proceeded to our alternate. Approximately 25 miles north of our alternate we got a climb RA because of VFR traffic. We climbed in reference to the RA and reported it to ATC. Returned to the assigned altitude and continued for a slats 2; flap 1; flap locked landing. Emergency had a positive outcome because we followed sops and used all resources.

Title: A321 Captain reports flaps locked at position 1 during approach. The approach was abandoned and the flight diverted to a nearby airport with longer runways. VFR traffic was encountered enroute causing a TCAS RA. The flight landed safely with Slats 2; Flaps 1.
