Narrative:
Small transport X departed cbg and was climbed to 17000 on a 015 degree heading. Light transport Y also departed cbg and was climbed to 16000 and given direct mie then sbn. Small transport X climbed very slowly and light transport Y climbed and leveled and accelerated. Cvg departs all aircraft on the same heading. The overtake was brought to my attention by my supervisor. I initiated turns, but the frequency was so congested that many clrncs were blocked and had to be repeated adding to more confusion. It appeared that neither aircraft turned. I did expedite small transport X up to 17000. I had recently relieved another training controller as it started to increase. I could not complete the necessary actions to prevent the occurrence due to the frequencys.

Title: LTT OVERTAKING CLBING SMT AND LTSS OCCURRED.
Narrative: SMT X DEPARTED CBG AND WAS CLBED TO 17000 ON A 015 DEG HDG. LTT Y ALSO DEPARTED CBG AND WAS CLBED TO 16000 AND GIVEN DIRECT MIE THEN SBN. SMT X CLBED VERY SLOWLY AND LTT Y CLBED AND LEVELED AND ACCELERATED. CVG DEPARTS ALL ACFT ON THE SAME HDG. THE OVERTAKE WAS BROUGHT TO MY ATTN BY MY SUPVR. I INITIATED TURNS, BUT THE FREQ WAS SO CONGESTED THAT MANY CLRNCS WERE BLOCKED AND HAD TO BE REPEATED ADDING TO MORE CONFUSION. IT APPEARED THAT NEITHER ACFT TURNED. I DID EXPEDITE SMT X UP TO 17000. I HAD RECENTLY RELIEVED ANOTHER TRAINING CTLR AS IT STARTED TO INCREASE. I COULD NOT COMPLETE THE NECESSARY ACTIONS TO PREVENT THE OCCURRENCE DUE TO THE FREQS.
