Narrative:
On descent into anc area broke through cloud layer at 5000 ft. Immediately noticed yellow cessna 120/140 eastbound at 2 O'clock descending rapidly 100 ft away. Pulled up and applied power to evade. Asked ATC about traffic in our location. ATC said they had intermittent weak target 4 mi behind, no altitude information and track was roughly eastbound (if a track could be determined).
