Narrative:

Flight was inbound from cle to msp. Msp WX reported as 3000 overcast 75-ip-wind 1420. Braking action reports were fair to poor. Flight was cleared for the ILS 11L. Crew briefed the approach and also discussed braking action and reverse techniques. Aircraft was flown at marked bug with 500 flaps setting. Touch down was normal and smooth within the touch down zone 80 percent N1 reverse was used. Normal braking pressures were applied, the aircraft was decelerating normally. At approximately 80 KTS both pilots felt a slight thump and the aircraft seemed to roll slight wing low on the left. At 60 KTS the reversers were stowed. Aircraft was tracking on the runway centerline. At approximately 60 KTS I said 'I have the aircraft' and took control while taxiing straight ahead. When slowed to taxi speed I attempted to exit the runway at E-4, the aircraft would not turn. Tower was notified that we couldn't clear the runway. ATC closed the runway. Our company mechanics inspected the aircraft and determined that both left main tires had blown. The mechanical inspectors speculate that the tires blew as a result of the antiskid system not being able to cycle properly because of the icy runway.

Narrative: FLT WAS INBOUND FROM CLE TO MSP. MSP WX RPTED AS 3000 OVCST 75-IP-WIND 1420. BRAKING ACTION RPTS WERE FAIR TO POOR. FLT WAS CLRED FOR THE ILS 11L. CREW BRIEFED THE APCH AND ALSO DISCUSSED BRAKING ACTION AND REVERSE TECHNIQUES. ACFT WAS FLOWN AT MARKED BUG WITH 500 FLAPS SETTING. TOUCH DOWN WAS NORMAL AND SMOOTH WITHIN THE TOUCH DOWN ZONE 80 PERCENT N1 REVERSE WAS USED. NORMAL BRAKING PRESSURES WERE APPLIED, THE ACFT WAS DECELERATING NORMALLY. AT APPROX 80 KTS BOTH PLTS FELT A SLIGHT THUMP AND THE ACFT SEEMED TO ROLL SLIGHT WING LOW ON THE L. AT 60 KTS THE REVERSERS WERE STOWED. ACFT WAS TRACKING ON THE RWY CENTERLINE. AT APPROX 60 KTS I SAID 'I HAVE THE ACFT' AND TOOK CTL WHILE TAXIING STRAIGHT AHEAD. WHEN SLOWED TO TAXI SPD I ATTEMPTED TO EXIT THE RWY AT E-4, THE ACFT WOULD NOT TURN. TWR WAS NOTIFIED THAT WE COULDN'T CLR THE RWY. ATC CLOSED THE RWY. OUR COMPANY MECHS INSPECTED THE ACFT AND DETERMINED THAT BOTH L MAIN TIRES HAD BLOWN. THE MECHANICAL INSPECTORS SPECULATE THAT THE TIRES BLEW AS A RESULT OF THE ANTISKID SYS NOT BEING ABLE TO CYCLE PROPERLY BECAUSE OF THE ICY RWY.
